Evaluation Services Across the Project Lifecycle

HEC provides comprehensive evaluation services covering all critical stages of the project lifecycle:

• Baseline Evaluation- To establish pre-intervention conditions.
• Midterm Evaluation- To assess progress and support course correction.
• End-line Evaluation- To measure achievement against targets and assess overall impact.
• M&E Systems Strengthening- We support partners in designing and operationalizing strong M&E systems, building team capacities, developing data management systems, and creating essential M&E documentation.

Third Party Monitoring (TPM)

We deliver independent and impartial TPM services across multi-sectoral programs, particularly in hard-to-reach and fragile contexts. Through rigorous methodologies, we verify implementation progress, outputs, and outcomes, providing timely, credible evidence for donor oversight

Accountability to the Affected Populations (AAP)

At HEC we integrate Accountability to Affected Populations (AAP) into MEAL systems through the design and operationalization of Community Feedback Mechanisms (CFMs). ensuring communities can safely access information, provide feedback and lodge complaints. Feedback is analyzed and used to inform program adaptation, strengthen trust, and improve service quality. Beyond evaluations, HEC supports partners to design and operationalize strong M&E systems for new and ongoing programs and build the capacities of the team, data management systems, development of program indicators reference sheet (PIRS), and designing the M&E plan, learning agenda, data quality assessment, M&E guides, and SOPs.
